## Steps

1. Finance connector or sector event creates a transaction record.
2. Agent 1 handles invoice and receivable records.
3. Agent 2 classifies expenses, bills, vendor payments, and reconciliation exceptions.
4. Agent 3 updates budget, forecast, variance, and finance reports.
5. Missing proof, duplicate transactions, unusual amounts, and approval gaps enter an exception queue.
6. Reports preserve source records and calculation inputs.

8. RUNTIME LOCKED 2026-10-20. This SOP is recorded, not runnable: every Finance agent is runtime_locked and the sector's `runnable` flag is 0, so dispatchable() refuses all four. The SOP exists so the UI has something to render and so turning the sector on later is a deliberate act against a written procedure rather than an improvisation.
